Firstly, you need to find out if your isp has a news server you can use (alternatively you can pay for one, but whats the point when you can use a site like this).

Find out at their website or search google for 'your_isp_name + nntp (or news server)'. If they do, then the servers address will be of the format 'news.your_isp_name.com'

Next, use this tutorial to set up a news program: http://english.mixel.nl/?Tutorials:Alt.binz and you should be away. Easy peasy.
